Job Description:The Human Resource Manager reports to the Head of HR. The responsibilities of the HR Manager are to: To formulate the corporate human resources management strategies, policies, procedures, plans and budgets to ensure that staff are in line with Human Resources procedures. To plan the financial, manpower and other resources of the organization to facilitate smooth execution of the activities of the organization. To ensure staff selection, recruitment, induction and retention of employees to meet Board requirements. To ensure that a robust Performance Management System is implemented in order to contribute to the achievement of overall objectives of the organization. To work in collaboration with other Heads of departments to ensure effective management of staff performance. To coordinate all human resources activities in the organization to ensure accurate interpretation and effective application of all statutory requirements related to human resources. To advise the administration on the Conditions of Service to ensure smooth functioning of the organization. To advise the Director on employee industrial relations and initiate effective communication systems to ensure that the staff have the correct interpretation of labour laws and conditions of service. To establish administrative direction and coordination of current and long range policies, procedures and programs in order to ensure smooth operation of the Organization. To direct and coordinate various functions including hiring, performance appraisals, promotions, transfers and vacation schedules for smooth operations of the Organization. To prepare and monitor the human resource and administration budget in order to facilitate the effective completion of HR activities. To maintain liaison with the staff so that effective and efficient Human Resources policies are implemented in line with the changing needs of the Organization. To develop a staff development plan of all categories of employees with a view to fulfilling the developmental agenda of the Organization. To carry out training needs analysis to identify individual and departmental training needs, and conduct appropriate training programmes to address those needs. Any other related duties as delegated by the Supervisor. The HR Manager must have a minimum vocational/Professional Qualification with a minimum of 8 years experience. A Bachelor Degree in Human Resources Management, Public Administration or equivalent.
